Margao had a providential escape recently with the fire at one of four petrol pumps bang in the center of the Margao, being doused out on time. But this has raised the issue of safety of petrol pumps, especially given their location. Also - almost unbelievably - none of these petrol pumps have any NOCs from the fire services. And officials accuse them of not having any stringent security, especially during nights, to avoid any untoward incident given the highly combustible, hazardous material stored there. “NOC is compulsory as per the law. Also the building code of 2005 mandates a lot of formalities to be compiled with by everybody,” fire official, Mr K Amonkar told media. “However as per my knowledge none of these pumps have approached us for any NOC.” Sources also say that the yearly renewal had not been done either, pointing to powerful connections.

A new Immigration Management Act and a focus on change in direction of the migration of skilled workers from the Gulf to Europe were some pertinent points made at the 8th ASEM (8TH ASIA-EUROPE MEETING) conference on migration and development at Canacona today. This, the 8th ASEM conference, is host to 30 delegates from 12 Asian countries and 30 delegates from 18 European countries saw the Union Minister for Overseas Indian Affairs, Mr Vayalar Ravi, in his inaugural address, point out that irregular migration had increasing social and security ramifications which were "well beyond mere law enforcement" and migrant workers from countries like India fill labour supply gaps that cannot be met by the local workforce. Arguing that governments which adopt protectionist immigration policies could end up deepening the negative impact of the economic crisis, Mr Ravi said the global economic downturn had unfortunately "resulted in populist policies that immigration is bad, or worse still, that immigrants are the cause of rising domestic unemployment.”

The tale of pressure and coercion - subtle or direct - coupled with the fact that the code of conduct and service rules governing relationship between teachers and students was not being strictly followed is not a new story, say university sources. However, it has hit public eye only now, they say and inform that at least three people have stopped attending lectures alleging harassment in the past one year in one department itself.

The controversy about the 49-0 provision or not voting for any candidate after registering by some voters during the recently concluded election process seemed to have generated its own momentum with a few persons trying to pass on a message that they were not satisfied with the political choices before them as well as the education of the electorate and poll officials by the Election officials.

In a view that brought joy for all the activists who have been crying hoarse about the supremacy of the gram panchayats in decisions about the development of their respective villages and a rebuff to all detractors of this, that include some elected representatives, the joint secretary, Union Ministry of Panchayati Raj, Mr T R Raghunandan yesterday endorsed the decision making rights of the people on issues of spatial planning and socio-economic planning, and drew attention to article 243G of the Constitution which requires the government to devolve such powers to the panchayats required for the preparation of plans for economic development and social justice.
